Pambansang Pabahay Para sa Pilipino (4PH) Program

Transforming the 4PH Mandate Into Scalable, Modern Housing Development

The Pambansang Pabahay Para sa Pilipino (4PH) Program is the national housing initiative designed to close the Philippines’ multi-million unit backlog. Kronenthal Holdings Inc. leads the consolidation, financing, and governance of this effort in partnership with Keys2Prosperity Realty Development Corporation (K2P), its designated implementation platform for nationwide 4PH projects.

This partnership creates a unified system for delivering modern, dignified communities at scale. Aligning private capital with the country’s most urgent humanitarian need: safe, livable homes for Filipino families.

Launched in December 2022 under President Ferdinand R. Marcos Jr., the 4PH program is the government’s flagship housing initiative. It seeks to address the country’s estimated 6.5 million-unit housing backlog by providing affordable, decent homes nationwide.

Humanitarian Context

The Philippine housing crisis is not only about numbers, but people. Millions of Filipino families continue to live in unsafe, informal settlements exposed to floods, fires, and eviction. Many urban workers such as teachers, nurses, and drivers face exhausting daily commutes because they cannot afford homes near their livelihood centers. The deficit represents lost dignity, unstable livelihoods, and children growing up without the safety of a permanent home.

Why Bridging the Gap Matters

Every delayed project means another family waiting in danger zones, another child studying without a stable environment, and another missed opportunity for inclusive growth. Housing is directly linked to public health, education, workforce productivity, and social stability. Bridging this financing gap is critical not only for economic growth, but for the dignity and safety of millions of Filipinos.

KHI’s Role

KHI acts as the central consolidator and financier for multi-city 4PH projects.
Its mandate covers:

  • Strategic financing and capital structuring
  • Procurement and liquidity management
  • Governance and oversight
  • Nationwide project bundling
  • Investor and institutional coordination

By consolidating many developer LGU projects into one controlled pipeline, KHI creates economies of scale and ensures continuous rollout.

K2P: Designated Consolidation & Implementation Platform

Through a formal strategic affiliation, K2P serves as:

  • The lead developer for KHI-backed 4PH projects
  • The consolidator of LGU endorsements and permits
  • The turnkey implementer of construction
  • The platform for future subsidiary integration

K2P’s role allows KHI to focus on capital, governance, and scale — while ensuring projects move efficiently from approval to completion.

Flagship Pilot: Alaminos Prosperity Residences

Alaminos City, Pangasinan
882 Units | 8 Residential Buildings | Turnkey Delivery

This development is the template for KHI × K2P’s consolidated 4PH pipeline.
It demonstrates the model’s capacity for:

  • Rapid mobilization
  • Turnkey financing
  • Streamlined coordination with LGUs and DHSUD
  • Scalable construction systems

Alaminos serves as the blueprint for expansion across Pangasinan, Isabela, Samar, Sorsogon, Bataan, and more.

The KHI × K2P Consolidation Mode

Stable. Scalable. Structured.

One Platform → Many Cities
Multiple LGU projects are bundled under one KHI-governed portfolio.

One Governance Standard
Uniform compliance, reporting, and construction oversight.

One Financing Architecture
Liquidity sustained across projects to avoid delays.

One Execution Channel
K2P manages on-ground implementation under KHI’s supervision.

Strategic Vision

The KHI × K2P partnership is designed to evolve.
Under the Strategic Affiliation Agreement, KHI holds the option to convert K2P into a full subsidiary, integrating all 4PH developments under a single holding structure.

This ensures:

  • Long-term continuity
  • Institutional governance
  • Investor-grade transparency
  • National-level scalability

A structured, stable system — built for decades, not cycles.

Humanitarian Impact

Each completed housing cluster means:

  • A family moves out of danger zones
  • A worker reduces commuting hours
  • A child gains a safe learning environment
  • A community gains permanence, stability, and dignity

Housing is not only infrastructure, it is social mobility made physical

  • Pangasinan
  • Nueva Ecija
  • Camarines Norte
  • Quezon
  • Quirino
  • Batangas

Each project aligns with DHSUD’s standards and the 4PH Turnkey modality

Timothy Cruz

Director of Business Development

Timothy Lou O. Cruz is a Filipino entrepreneur and corporate leader who built his career from the ground up. Starting as a promodizer in retail, he quickly rose through the ranks to become a supervisor, area manager, and eventually event manager handling large-scale concerts, advertising activations, and brand campaigns. His early years included work with leading agencies such as Publis Dialog, BBDO Guerrero, and Saatchi & Saatchi, where he gained deep experience in events, promotions, and advertising.

At just 21 years old, while working in the events industry, Timothy was already maintaining and managing his own businesses, including spas and computer shops. This early balance of employment and entrepreneurship laid the foundation for his later ventures. He went on to establish an advertising agency focused on billboards and moving ads, and co-founded Titan Talent Management Inc., which became one of the most recognized agencies in the industry, supplying talents for commercials, TV ads, billboards, and campaigns for over a decade.

He later diversified into mining, construction, and land acquisition, and engaged in government contracts covering construction, supplies, and services, further broadening his business footprint. At the same time, he became an active supporter of tribal and indigenous groups in the Philippines, advocating for their rights and empowerment.

Currently, Timothy is Founder of Evotek Agro Industries, developing large-scale mushroom farms and poultry integration projects, and Co-Founder of Juno Tech Inc., an internet service provider that deploys free public Wi-Fi to underserved communities. He is also engaged in the development of the Tanauan Logistics Center, a 100-hectare industrial and logistics hub in Batangas.

Today, as Corporate Secretary, Treasurer, and Director of Business Development of Kronenthal Holdings Inc. (KHI), Timothy plays a central role in governance, capital structuring, and project execution for KHI’s portfolio in real estate, infrastructure, healthcare, housing, and food security. His journey reflects a lifetime of resourcefulness, resilience, and vision—turning challenges into platforms for nation-building.

Anielyn V. Lelis

Chairman

Lynn’s career spans more than two decades across compliance, data analysis, accounting, and executive leadership, marked by consistent contributions to organizational growth, innovation, and community impact.

She began her professional journey at Citibank Philippines in Ortigas (2000) as a Compliance Officer in the Business Loan Department, where she strengthened compliance frameworks and supported lending operations. At Keppel Monte Bank in Ortigas (2002), she continued in compliance, helping streamline credit and loan approval processes while ensuring regulatory adherence.

Her career then transitioned into data analytics, beginning with Pacific Architect and Engineers Asia (2003), where she developed reporting systems that improved operational efficiency. She later joined Lockheed Martin Philippines (2008–2010), where she optimized logistics data to enhance supply chain performance.

After a period of medical leave and recovery (2010–2012), Lynn returned to the workforce with UC38 LLC (2012–2015) as an Accounting Associate, where she improved accuracy in financial reporting and supported the company’s accounting operations.

In 2016, she pursued masteral studies in Digital and International Banking in Singapore and Hong Kong, expanding her expertise in global finance. Building on her collective knowledge and professional connections, Lynn further studied and explored Investment Banking in 2019, strengthening her understanding of capital markets and financial strategies. At the same time, she led R.W. & A. International Trading Corporation as President until 2022. Under her leadership, the company expanded into international markets, forged strong trade partnerships, and diversified its product lines.

With her growing expertise and deeper grasp of global markets and financial flows, Lynn also worked as a freelance economic analyst, engaging in diverse projects across Southeast Asia. This broadened her perspective and reinforced her ability to connect business leadership with regional economic development

Building on this entrepreneurial success, Lynn established A Care Garments Manufacturing Inc. in 2021, where she continues to serve as Founder and President. The company has grown under her leadership, creating jobs locally and positioning itself as a competitive player in the garment manufacturing industry.

Her leadership extends beyond business. During the pandemic, when a devastating typhoon struck the Philippines, Lynn mobilized the spirit of Bayanihan among her family, friends, associates, and business partners to provide relief to displaced families. Having grown up in the underserved community in Bicol region, she understood firsthand the hardship of food scarcity after disasters, and her compassion compelled her to act decisively. Drawing from her own childhood experience of rebuilding homes from scraps, she made a vow that one day she would help create better homes. Not only for herself, but also for others who endured the same struggles. This initiative reflects her belief that true leadership is measured not only by corporate success but also by the ability to uplift communities in times of need.

Currently, Lynn serves as Chairman of the Board at Kronenthal Holdings Inc., where she holds majority shares and provides governance, strategic oversight, and long-term value creation for a diversified portfolio. Her leadership is defined by responsible stewardship, transformative vision, and a commitment to sustainable success for customers, partners, and stakeholders.

Throughout her career, Lynn has demonstrated resilience, versatility, and vision. From strengthening compliance processes in banking to driving international trade expansion, leading manufacturing operations, championing humanitarian relief, and shaping board-level governance, her journey reflects a unique blend of technical expertise, entrepreneurial leadership, and social responsibility.
